Sexual Respect and Title IX
Title IX of the Education Amendments of 1972 protects people from sex discrimination in educational programs and activities at institutions that receive federal financial assistance.
Saint Michael’s College is committed to providing an environment free from discrimination on the basis of sex; it provides many resources to students, faculty and staff to address concerns relating to discrimination on the basis of sex, which includes sexual misconduct.

Saint Michael’s Sexual Harassment, Sexual Misconduct, Domestic Violence, Dating Violence and Stalking Policy
Saint Michael’s is committed to providing a safe and secure campus and workplace environment for all students, staff, faculty, and others who participate in Saint Michael’s programs. In accordance with the Saint Michaels College Student Code of Conduct, the Title IX coordinator, in collaboration with the Vice President of Student Affairs, Dawn Ellinwood, is responsible for facilitating the investigation and adjudication of sexual misconduct and related retaliation complaints.
Title IX Coordinator
Catherine Welch, Title IX Coordinator and Assistant Dean of Students, oversees and provides leadership for the activities of the Title IX deputies, the administrators who carry out investigations, compliance-related responsibilities and reporting. With Dawn Ellinwood, they lead efforts in relation to campus climate and gender and oversee education and training campus-wide on sex discrimination and sexual misconduct.
Title IX Deputy Responsibilities
Saint Michael’s has appointed deputies to resolve complaints and address issues of gender-based discrimination and sexual misconduct on campus. All deputies meet with the Title IX Coordinator on a monthly basis to coordinate efforts. Their responsibilities include:
- Tracking and monitoring incidents, including sex discrimination and sexual misconduct
- Framing an efficient and effective College response to each complaint
- Where appropriate, conducting investigations of particular situations
- Providing leadership as it relates to programming and training in these areas
Deputies are knowledgeable about, and will provide information on, all options for complaint resolution. Together, the deputies play an integral role in carrying out the College’s commitment to provide a positive learning, teaching and working environment for the entire community.

When should I contact the Title IX coordinator/deputies?
Any student, faculty or staff member, or applicant for admission or education who has concerns about sex discrimination or sexual misconduct is encouraged to seek the assistance of a Title IX coordinator.
Contact the coordinator or deputy if you:
- Wish to understand your options if you think you may have encountered sex discrimination or sexual misconduct
- Learn of a situation that you feel may warrant a College investigation
- Need help on how to handle a situation by which you are indirectly affected
- Seek guidance on possible informal remedies or administrative measures to de-escalate or alleviate a difficult situation
- Have questions about Saint Michael’s policies and procedures

Conversations with the Title IX Coordinator and deputies are kept as confidential as possible, but information about incidents of sexual misconduct must be shared with relevant administrators if the College needs to take action for reasons of community safety. In all cases, the wishes of the person initiating the conversation are given full consideration.
Confidential resources on campus include the clergy in Edmundite Campus Ministry and the nurses and personal counselors in the Bergeron Wellness Center.
